The issuance of these pardons should not be mistaken as an acknowledgment that any individual engaged in any wrongdoing, nor should acceptance be misconstrued as an admission of guilt for any offense. Our nation owes these public servants a debt of gratitude for their tireless commitment to our country.”
Biden's blanket pardons with no crimes listed legal? Not so fast...
I just finished watching Tom Fitton (Judicial Watch) on Bannon's Warroom. His take is that although there have been blanket pardon's without the crimes being listed issued before - Ford's pardon of Nixon, for example - their legality have never been challenged in court.
Fitton also says that the timing of the pardons leave it up to Trump's DOJ to deliver on them.
This means that the actual pardon that gets put down on paper can be determined by PDJT's team and the timeframe for that to happen is up to them as well.
He also says the pardons do not preclude any criminal investigations from occurring and also does not excuse those pardoned from being charged - it would be up to them to present the pardon in court and let the court decide their legality and scope.
Even if they were deemed legal, the best that could happen to these people is that their names and crimes be made public, even if they don't face criminal justice for their crimes.
Soon, these people won't be able to walk down the street.

Another case also kind of had a blanket pardon. Defendent was given a pardon to try to compel them to give testimony but pardon was rejected by defendant because they did not want to give up their 5th amendment rights.

A case dating all the way back to President Johnson.
He issued a blanket pardon Augustus Garland for all offenses related to his participation in the rebellion, and the supreme court ruled that pardons can be issued at any point by a president after the commission of a crime, regardless of whether or not they have been formally charged with the crime or not.

In the 1867 seminal case, Ex parte Garland, the Supreme Court opined that the president is the only person who can limit the pardon power, and that a pardon can be issued before, during, or after conviction. Since the late 1800s, however, several cases handed down by the Supreme Court have, in some way, identified a limitation to the pardon power. Just minutes before Trump is inaugurated, Biden pardons his entire immediate family, for all crimes that may or may not have been committed beginning on January 1st, 2014.
